>> politically correct? i appear to be. >> president obama's economic plan hasn't worked among african-americans. when you voted for him, 12.7 unemployment. december of 2012, a month after you voted for him again, 14% unemployment. up. okay. hasn't worked. income, black income $32,000 compared to white 55,000. gone down under president obama. hasn't worked. so, you basically said to yourself i'm still going to support the guy even though his economic policies haven't worked for african-americans and pretty much anyone else. >> well, you have only seen me as an african-american, bill, that troubles me. i'm an american. >> bill: ill know that you cited that in some of your criticisms. you said and correct me if i am wrong, that the disengagement of the republican party from the minority community, blacks and hispanics troubled you. >> the economic situation in the country has improved but not enough. >> bill: not for african-americans. not for minorities. >> i'm not speaking as an african-american. i will come

the history of assumer and barack obama and durbin is always politics. president didn't fully embrace what the bipartisan group of senators said. why am i suspicious? every time he has an opportunity to exploit it, he does so politically. do you this agree with me, that republicans need to proceed with caution? >> absolutely. there are so many complicated parts to this. even if you had trust with all the partners, you would want to pay a lot of attention to detail. look, the president -- you touched on it earlier. there was an unnecessary threat out of the blue. i was reading the text to the speech, he was outlining what he was sort of proposing which was somewhat in agreement and out of the blue he says if you are unable to move in a timely fashion, i'm going to set up a bill on my proposal and insist that you vote it on. that is typical stuff we see from the white house that is completely unconstructive and undermines trust in the white house. >> sean: two reasons i would like to see a bill happen here. number one, nobody seems to be talking about it,

it wasn't political. but it appears that obama backed off his specific proposals and is going with a bipartisan group that the bipartisan group obviously did that to head off the president to give some credit to the republicans but then why did the democrats play along with that? >> it looks like reviewing a scooby doo. they did this and they did this and they did this. it's framework. it's not legislation. it's not a bill. they got together and discussed things. then you see this outlier of marco rubio. everyone is trying to stake their ground right now where they want to be in immigration. the president is saying if you don't pass anything, you're going to get me. it's the president that we haven't seen other than as a campaigner. >> cenk: paul, what do you think? is this going to work? are republicans going to get an advantage here or be able to neutralize the advantage that democrats have with the latinos by jumping ahead of the president. >> that's been built up not only the course of weeks or months
